Peter,
One problem with this is that the version identifier for this TC would now
be 5, not 4 as you have in your document.
Version 4 is for Edition 2 without the TC applied.
Your TC proposal does not describe if the following is valid or not, and if
it is valid how to deal with s2 being an edition 1 schema:
{ iso standard 10303 part (11) version (5) } SCHEMA s1;
...
END_SCHEMA;
SCEHMA s2;
USE FROM (s1);
...
END_SCHEMA;
