partial text for e2 to e1 annex

In response to Pascal's message, here is some partial text for
the e2 to e1 amendment.  Jochen sent this to me last week, so it
may already be out of date.   In any event, comments should be 
directed to him (Jochen.Haenisch at epmtech.jotne.com) or to the WG11
list for general discussion.
