David,
what you say is correct.
The PDF was written out using "PDF writer" as the print destination

I could try Distiller to create the PDF. However I have version 4.05 and I
have had trouble with it putting the links in the wrong place. This was very
confusing and worse than no links.

I went ahead and forwarded Pascal's comment to the modules team.  They are
not actually reading the HTML into Exchange to create the PDF, they are
reading it into a wordprocessor and doing some cleanup.  My understanding
is that what Exchange does is "recreate the web site" in PDF rather than
HTML although I have not tried this myself.  I don't know if they will be
able to do anything about links. I think the SC4 requirement is intended
more to be for producing paper for those not reviewing from a computer.

According to Dave's original email, the purpose of the PDF is to have "a
printable version (i.e. a PDF) so that people can review the documents on
airplanes, etc."  Even thought it may not be that hard to generate the
hyperlinks in the PDF, I question whether there is any value to doing so.
If
you want to review the document electronically, you should be using the
HTML
file.
