[step-manufacturing] Minutes of August 23 conference call

I take a step further back and say that the requirement for Part 28 is 
to make STEP easier to implement using XML. The methods chosen for 
Edition 1 and Edition 2 of Part 28 have not satisfied this requirement 
so time to try again.
