[wg11] Consortium to enable the sharing of very large product models for manufacturing applications

Here is the proposal that was submitted to the NIST AMTECH program on 
Friday.

The nest stage is for NIST to determine who should submit full 
proposals. This should happen by September 24th.

I will then be asking for your assistance in completing the proposal and 
selecting a board of directors.
