I recognize this example is out of scope for what you may be funded for but wanted to bring it to your attention.

Here is an example from AP 210 ed 2:2011.
longform schema is at 
stepmod/data/modules/ap210_electronic_*/mim_lf.exp v 1.40.
The example is a single level of physical hierarchy.
interesting bit is that PMI for one element is a requirement for PMI in another element, bot elements being
down in the hierarchy.

example instance types for physical assembly (PCA is all we are interested in for this example):
[AP 210 specific subtypes were used to eliminate superfluous records in the p21 file.
This looks terrible but is efficient and is valid.
This is still needed because electronics is still shrinking.]

Footprint PMI is currently included in the PCB manufacturing documentation but IS defined in the CAD library Tool since the same
tool generates PCA, PCB product definitions. Of course it may be overwritten in the PCB definition or exist solely in the PCB definition.
