[wg11] What Part 28 looks like with only the default mapping

I attach a view of Part 28 without all the configuration stuff and with 
the would-be conformance class for validation identified.  This is 
probably not quite right for clause 6, and the attack on clause 7 was a 
little short on time.  Nonetheless, the reduction in the document and 
the improvement in readability should be apparent.

The question is whether this comes anywhere near what Martin is looking for.
