Problem Description:
In 15.9.1 there is a rule stating:
"— if type is E, the number shall be represented by an exponential real and;
       — decimals shall always be specified for a type E;
       — the decimals specification shall be at least one;
       - ..."
On the other hand 15.9.3, Standard representation, says:
"The standard representation for an integer number is ’7I’. The standard representation for a
real number is ’10E’. See the description of symbolic representations above."
According to 15.9.1, 10E is not a valid formatting string.
