New location for WG11 exploder

Hi All, 

As some of the project leaders may have seen, Christophe has been
having trouble with the wg11 mailing list on smiling.net, so we have
decided to move the exploder over to wg11 at steptools.com.  

This message is the first one to the new wg11 list.  I was able to
carry over the membership list from smiling.net, so there is no need
to resubscribe.  

Three features to be aware of:

   - It is a standard majordomo list, so anyone can subscribe or
     unsubscribe by sending the usual message to majordomo at steptools.   
     To prevent spam, only subscribers can post messages to the list.

   - Mail attachments can now be sent to the list (the smiling.net
     server used to strip them out)

   - A web archive of the list is kept, organized by date and thread.
     Attachments also show up on the web archive for download.

This is the only WG11 list that has been moved over, if any of the
other WG11 projects would like would like to do the same, the project
leader should let me know and I will set it up.
