Max,
Two things
I agree that reviews should qualify their comments in the same way for any
ballot. Since the module are HTML pages it makes sense to use clause,
paragraph rather than page numbers

The PDES program you refer to is one I have developed. It could be used for
any ballot - not just HTML documents. The person setting up the ballot sets
up a control file with a list of the documents, clauses, issue categories.
This file goes to the people doing the review.

submission tool which works with the HTML version of modules and allows for
gathering issues, preparing national votes, etc.
  The guidelines for reviewers to qualify their comments should be the same
whether they are using the tool or doing it by hand.
