[step-manufacturing] Conclusion: Request one additional year for DIS testing

The attached slide deck contains the results of our deliberations, and 
our conclusion, which is that we should ask for one year to be added to 
the schedule so that we can perform the DIS testing with the care, depth 
and precision necessary when upgrading manufacturing machinery and 
processes.
