[step-manufacturing] Notes and STEP files from today's UUID meeting

Hi everyone,

If you process the Part 21 Edition 3 file (#3) with the NIST STEP File 
Analyzer, it reports the ANCHOR section and shows the UUIDs on the 
product_definition worksheet.
