[step-manufacturing] EXPRESS-G for AP238 ARM in SVG format

All,

The SVG layout for the EXPRESS-G has been updated to include an HTML 
index and references into the AP238 document.

To view the document load the HTML index or the SVG into_Chrome or 
Firefox_.

Please give us feedback if you have any suggestions on how to make the 
index or document easier to use.

We are planning to include references into the STEP SMRL for the next 
edition.
