[step-manufacturing] Results of WG15 meetings in Jeju

All,

We had a very successful meeting in Jeju. The highlights are as follows:

1. We agreed that QIF should become an SC4 standard.

2. We started a New Work Item to define the Digital Twin Manufacturing 
Framework,

3. We did a lot of detailed planning for the Digital Twin Grand 
Challenge for IMTS and JIMTOF 2018 (see attachment)
