[step-manufacturing] Update to machine tool simulator

The machine tool simulator on the ftp site has been updated so that it 
will execute the sequence of operations necessary to change a tool.

ftp://ftp.steptools.com/private/Stockholm2/mach-viewer.zip

To run unpack the zip, start the exe from a command line and select one 
of the test files also in the zip.
