[step-manufacturing] STEP-NC Explorer now has a constant chip mode for feed speed editing

All,

The latest version of the STEP-NC Explorer includes a constant chip mode 
for feed speed editing. The mode is the default so any change to a speed 
also changes the feed and vice versa. You can turn the mode off using 
the new button (in top right corner).
