[step-manufacturing] New versions of the Moldy data

All,

Two new versions of the test data have been made by Boeing one for 
3-axis milling and one for 5-axis.

These versions fix the start point issue and correct the tool 
lengths. The tool diameters are the same as in the previous version 
of the AP-238 data.

The tool descriptions given in the word file: 
ftp://ftp.steptools.com/private/Vancouver/Nominal_manufacturing_data_package/Moldy_Tools.rtf 
will be updated shortly so that they give the same diameter values as 
the AP-238 data. The range of allowed values will also be documented 
to make it easier for those that want to swap to mm tooling.
