[step-manufacturing] HiPP, DMIS and NIST data now on ftp site

The following has been added to the meeting section of the ftp site at:

ftp://www.steptools.com/private/Dallas/Meeting/

1. An AP-238 file for the NIST machining (roughing only) and a 
combined Sandvik, Boeing and NIST file - see the STEP-NC_models sub-directory.

2. A DMIS file (.dmi) for the inspection generated from the 
inspection models in the AP-238 files with all the changes suggested 
by Sandvik except for the DATSET coordinate system definition command.

3. EXPRESS and EXPRESS-G models for the HiPP extension to AP-238 plus 
lists of desirable and possible functionalities.
