[step-manufacturing] Updated XML and Part21 for example1

Hi Folks,

I have updated the XML and Part 21 for example one with the more descriptive 
relationship names.  I didn't enjoy putting in all of the changes, but I have to 
admit that it really helps clarify the data.  Thanks to everyone for the helpful 
discussions in Bath!   All of the files are in the attached ZIP.

I am sorry that it took longer than planned.  The document is now updated, but 
it took a while to get to all of the mapping tables, document the new subtypes, 
and rebuild the long form.   I hav also been putting in the now-harmonized GD&T 
so I was a little distracted.

In any case, the AP-238 DIS is shaping up nicely and I look forward to seeing 
everyone in Seattle!
