The consensus seems to be that xmlsc4 should be eliminated, and that 
Part 28 ballot comments resolution and other topics should be discussed 
on the WG11 exploder.

I will go ahead and disable the xmlsc4 exploder.

Thank you, Dave Loffredo, for offering to host a new exploder should the 
need for one arise.
