[wg11] V0.3.1 Update to EXPRESS/HDF5 Mapping

All,

I've published a minor update to the EXPRESS/HDF5 mapping and called it
Version 0.3.1. The mapping now includes proposals for two kinds of select
types : 

1) a SELECT type where all the items resolve to the same simple type

2) a SELECT type where all the items are entity instances

This interim draft does not yet include changes due to prototype
implementation. Apologies to the folks in Champaign and the south of France
for not having time yet to incorporate feedback from implementation.

We will discuss this and much more at the June 29 ISO STEP EXPRESS/HDF5
session in Toulouse.
