[wg11] EXPRESS Technical Corrigendum 2 official status

The complete story is that SC4 originally decided not to publish TC2 separately, and that TC1 and TC2 should be embodied in the EXPRESS 2.0 document.  We therefore decided to show the TC2 as cancelled as a separate project, in order to avoid confusion with ISO.

Hi Alan,

    The SC4 Project Database (Microsoft Access 97 instance)  shows that ISO
10303-11 TC2 was cancelled on 2002-12-02 per database reconciliation
memorandum by the SC4 Chair, Howard Mason.
