The record applies to the new project, not the old

One of the characteristics of the database is that projects which have no start 
date registered with ISO are shown as slipping - it is an incentive tfor those 
projects to provide all the necessary information to the Secretariat.......and for 
the secretariat to ensure that the records are up to date

The only information we have is a target of 2000-11-30 for stage 30.20, and 
2001-6-30 for publication.  As the DTS ballot runs up to 2002-7-25, this project 
should clearly have been registered at ISO, and that fact recorded in the database.
