updated schedules and agendas for WG10 in Charleston

I have updated the WG10 meeting schedules and draft agendas at:

Recent changes are:

* SC4 Framework Meeting on 2000-10-15 is from 1030-1700, not 1030-1200
* ISO 18876 review meeting moved from 2000-10-20 1030-1500 to 2000-10-
18 1700-1900

Both changes have been passed to US Pro but do not appear to be 
reflected on the US Pro website (https://www.uspro.org).
