[step-manufacturing] ISO 23247 Parts 5 and 6 with checklist corrections

All,

As always there is a rush to complete the documents in time for 
deadlines (ours is completing the CD ballot by the Norway meeting).

While we have been reviewing the contents, the ISO 232247 editing team 
has been reviewing the style to better meet the guidelines given here

If you found an editing issue then maybe it has been corrected in the 
new versions which are attached.
