[step-manufacturing] Same STEP-NC part made on two PBF machines

Paul,

Duncan is most welcome of course. He has been very helpful to WG15.

The new NAVAIR success (same STEP-NC PBF part made on two machines, by 
different organizations, at different locations) means we have to think 
carefully about what to promise for the DIS.

Keep small and promise what we have already done, or go big and announce 
the dawn of a new age :-)
