All,

Here is a second version of the technical recommendation of AhG3.

I hope I have been able to address all the comments on the first 
version, but welcome additional comments and suggestions.

The third page of the report now includes a list of participants. There 
have been many and I apologize for any that are missing.

The list is there because we know it is helpful in some organizations to 
get an acknowledgement, so let me know if you would like your name added.

On the other hand, some of you may disagree strongly with what has been 
written, and not believe it can be corrected, so I am also happy to 
remove names on request.
