ISO 23952:2020 Automation systems and integration - Quality information framework (QIF) - An integrated model for manufacturing quality information has two distinct parts, specified by PDFs and schemas, that enable software (machine) generation and consumption of test (measurement) plans and rules that can be referenced by AP242 as noted by Thomas Thurman. Human readable work instructions are also included.
These QIF schemas are:
* QIFPlan.xsd
o The QIFPlan.xsd schema file defines the global Plan element, which is the root of a measurement plan.
o The schema file also contains the definitions of some of the types used in a Plan and a number of key/keyref pairs that constrain references used in a Plan.
* QIFRules.xsd (focused on coordinate point systems but extensible to other test/measurement protocols)
o There follow pairs of definitions of IfThenXXXRuleType and XXXPointSamplingStrategyType for each of 22 feature types.
o The IfThenXXXRuleType is derived from the IfThenFeatureRuleType and inherits the BooleanExpression element and the optional ThenPoints element from it.
o In addition, the IfThenXXXRuleType specifies an optional set of point sampling strategies and an optional set of substitute feature algorithms that may be assigned by rule to features of the XXX type.
o In all cases, the set of allowed substitute feature algorithms is the one given for XXX features in FeatureTypes.xsd.
o The sets of point sampling strategies used here are defined in QIFExpressions.xsd.
? Most of them come from ISO14406:2010 Geometrical product specifications (GPS) - Extraction
o In addition to IfThenXXXRuleType definitions for specific feature types, there is an IfThenSurfaceRuleType for any type of surface feature and an IfThenCurveRuleType for any type of curve feature.
? Those have only the BooleanExpression and ThenPoints elements.

Jan,
AP 242 is capable of being a reference schema for exchanging the requirements you cite, including references to specifications and standards.
I haven't looked but expect there are recommended practices in the PLM-IF area.

Yes, I totally agree. I think there needs to be a set of engineering requirements, that is combined with a set of planning artifacts. Those artifacts are (in theory) all that is needed for successful instantiation. Combined, they ought to be enough to drive direct manufacturing as you propose. I believe that an AP242, combined with an AP238/QIF-plan ought to be enough for driving execution. If not, we need to identify the gaps and work towards closing those.
And I think I know of 1 major gap, IMHO: not all requirements are directly captured in the AP242 model. All geometry and PMI: yes, could be. But in order to create successful plans (both for mfg and test), you also need requirements that are driven by specifications and standards. How do you capture those? Today, specs and standards are in some form of "prose" ("pdf, TXT, DOCX"). Very difficult to distill true requirement from that, unless you are a human interpreter. How do we create "machine-readable" artifacts from those specs and standards? Or to what do we convert them so we can reason on that information?
