[step-manufacturing] Draft agenda for November SC4 meeting

All,

Here is a first draft of a WG15 agenda for the November STEP meeting in 
Marina Del Ray (Los Angeles).

There will be two sets of ballot comments to review, and new items to 
discuss on materials databases, STEP to RDF translation, and more

I have placed the ballot comment reviews before the industry day so that 
they can run parallel sessions after industry day if necessary.

This is an early draft of the agenda so please give me your feedback. 
There will be several more versions before it is finalized.
