[step-manufacturing] WG15 closing plenary report at Mukilteo

All,

Here is the closing plenary report from a very successful meeting in 
Mukilteo. Some of the highlights include:

1. We are going to start an ap238.org web site.
2. We are going to emphasize AP238 for model based manufacturing and 
digital twinning applications.
3. We are going to investigate replacing the mapping tables for the 
operations and tooling with a Common Data Dictionary (CDD).
